(TAIPEI, China Post) Four liters of water can cost a Taipei man NT$200,000 and possibly five years in prison.
Mr. Huang used water that had leaked out of a fire hydrant to wash his motor scooter.
Police fined him and he faces a charge of criminal theft.
Mr. Huang said he did not know he was breaking the law.
